Canada announces $2 billion heat-pump rebate plan; eligibility and rollout still matter

The October 8 government announcement describes a planned online approval process, rebates for eligible homeowners and nearly $110 million for retrofit accelerators starting in 2027-28.

Canada's October 8, 2026 announcement sets out a $2 billion investment over eight years for a National Heat Pump Rebate program. The government says the program is intended to help up to 820,000 homeowners install eligible electric cold-climate air-source heat pumps. That is a program target, not a count of completed installations.

The official backgrounder says households below median income can receive up to $10,000, while other eligible homeowners can receive $2,000. It requires a heat pump on the Eligible Products List and limits the rebate to one per person. It says pre- and post-installation energy audits will not be required.

The government describes an online portal that will confirm approval within 24 hours. That is the announced process for eligible applications, not a promise that every person will qualify or receive money within a day. The sequence described is application and preapproval, purchase and installation, then submission of receipts.

The announcement says consultations with HVAC installers will begin immediately and that the government will work with technical colleges and industry associations on certifications and workforce skills. This release alone is not proof that a working application portal is already open or that every installer participates.

Separately, nearly $110 million over three years starting in 2027-28 will renew the Deep Retrofit Accelerator Initiative. That initiative funds third-party organizations helping building owners plan and carry out complex retrofits; it is not an additional $110 million cash rebate paid directly to individual homeowners.

Household results depend on existing heating fuel, electricity rates, equipment and installation. The government's projected savings are not a quote for a particular home. Readers should check the current program's application terms and eligible equipment before committing to a purchase.
